Saint Mary’s University of Minnesota is required by federal law to disclose to prospective and current students its determination of whether certain programs meet educational requirements for licensure in a jurisdiction (U.S state or territory).
Professional licensing requirements and processes vary widely; students are responsible for consulting the appropriate licensing agency in their jurisdiction before beginning any course of study to ensure program compatibility. Only state or territorial licensing boards may determine whether a student’s academic preparation has sufficiently prepared them to apply for licensure or certification. Saint Mary’s University of Minnesota cannot guarantee any student’s attainment of licensure or certification, in any field, in any jurisdiction.
Applicable Programs
Federal law requires disclosures for any educational program offered by the institution that is a) designed to meet educational requirements for a specific professional license or certification required for employment in an occupation, or that b) is advertised as meeting such requirements.
Saint Mary’s University of Minnesota uses the following criteria to determine the bachelors, masters, doctoral, and certificate programs for which it will issue disclosures. Determination of applicable programs requiring professional licensure disclosures is made by the University Provost in consultation with the university’s General Counsel and Director of Accreditation, Compliance and Assessment.
- The program is designed or intended to prepare students to meet educational requirements for a specific professional license or certification required for employment in an occupation, or is reasonably considered in the field to be required for employment;
- The program is advertised directly or indirectly as meeting educational requirements for a specific professional license or certification required for employment in an occupation;
- Marketing and recruitment for this program specifically alludes to licensed professions as potential career outcomes for students enrolling in the program; and
- The program is designed or intended to prepare students to seek licensure in Minnesota, but recruits students who reside in other jurisdictions outside of MN or are reasonably expected to seek employment in other states. These include, but are not limited to, nationally and regionally-marketed online and onground programs.
General Disclosures
Saint Mary’s University of Minnesota must make readily available to all enrolled and prospective students the following information:
- A list of jurisdictions for which the institution has determined that its curriculum meets the educational requirements for licensure or certification;
- A list of jurisdictions for which the institution has determined that its curriculum does not meet educational requirements for licensure or certification; and
- A list of jurisdictions for which the institution has not made a determination that its curriculum meets the State educational requirements for licensure or certification;
Saint Mary’s provides general professional licensure disclosure information via its website at www.smumn.edu/about/professional-licensure. This information will be reviewed and updated annually; however, requirements are subject to change. All prospective and current students are responsible for contacting the appropriate agency or board in their jurisdiction to confirm licensing requirements and program compatibility prior to enrolling in an academic program.
Direct Disclosures
All direct disclosures must be made directly to the individual student in writing, which may include email or other electronic communication.
Saint Mary’s is required to issue direct disclosures to individual students prior to enrollment in the following circumstances:
- If the institution determines that a program’s curriculum does not meet the educational requirements for licensure in the student’s jurisdiction.
- If the institution has been unable to make a determination regarding whether a program’s curriculum meets educational requirements for licensure or certification in the student’s jurisdiction.
Saint Mary’s is required to issue direct disclosures to students who are currently enrolled if it determines that a program no longer meets educational requirements for licensure in the student’s jurisdiction. These disclosures must occur within 14 calendar days of making this determination, which may occur because:
- the jurisdiction’s requirements have changed; or
- the program’s curriculum has changed; or
- the student’s location has changed.
Institutional Definition of “Student Location” and “Time of Enrollment”
To determine the appropriate required direct disclosure, an institution must make a determination regarding the state or U.S. territory in which a student is located at the time of initial enrollment in an educational program and thereafter. This determination for disclosure purposes must be applied consistently to all students.
For the purposes of professional licensure disclosure compliance, Saint Mary’s determines student location and time of enrollment in the following ways:
- “Student location” is defined as the permanent mailing address, or “Home” address, provided to the university by the student and stored in the student’s record. This definition applies to all Saint Mary’s students.
- “Time of Enrollment” is defined as the point at which students have been admitted to a program or major, but have not yet registered for courses in that program or major.
Change of Student Location or Program
New direct licensure disclosures to current students will be issued within 14 calendar days of the date at which the university receives formal notification from the student of a change in the permanent address, program, or major.
